Can you be charged sales tax on shipping charges in the US? I have a lifetime warrantied product. To have it replaced I have to send the old in and pay shipping charges on the new. I have been charged sales tax on the shipping charge and there has been no sale. I live on Georgia.

Why are shipping charges so expensive now? I've been selling things on ebay since 1999 and live in the USA. Within the last couple months I've noticed shipping charges (especially overseas) have jumped to incredibly expensive rates!!
