How can i get lowest rate from the UPS for my business?

im about to open an internet store, only thing i need to setup is the shipping. i've been looked up both of usps and ups, usps is cheaper but cant track the status of delivery, and i called up ups for opening an account as business uses, shipping out about 25 packages everyday, and they said it's like $8 for ground shipping from LA to NY for small boxed one. (about half pounds). Am i asking them wrong? cuz i see those webstores offering about $5 shipping for several items, and free shipping for sometimes. i thought they(ups) would offer some discounts for businesses..well guess they gave me some but wasn't as i thought. Can anybody give me some idea on this kinda issue?

1. You can become a ups dealer. All you have to do is set it up with them and your shipping is 1/2 off. Plus you make money shipping peoples items. Check out their website for details.
