how do I know if an ebay seller is going to rip me off?

Does this sound suspicious or normal? I'm not really used to buying things on ebay. I'm trying to buy this dvd and the condition is new. but it's only $.99 and free shipping. Idk, that sounds a little bit suspicious to me... But i really want this though. Paypal is the only payment method I accept If you are using an e-check through pay pal The item will ship once payment clears. Winning bidder must pay within 3 days of auction’s end Please provide an actual physical address when providing your shipping info. Please insure that your Pay Pal address is correct. No refunds will be given for incorrect addresses. This item will ship the day after I receive payment via UPS Ground please help! thanks~

1. I think it's okay. I do a lot of ebay. Make sure you pay with Paypal...and if it's bad you send it back to the person with a tracer number...and if he doesn't give you a refund contat your paypal and tell them what happen and they will refund you and handle dealing with him. As long as you pay with Pay pal you will always be protected.
2. Check out the seller's feedback - that's the best way to get a feel for the person's honesty (or lack of honesty). Also, always pay with paypal. That way, if you do not receive your item or you do not receive what you expected, you can file a dispute against the seller through paypal and paypal will refund your money.
3. you are probabally talking about 99p auction, if you think it cost more than he strated from its because more guys would bid on his dvd. guy seems fair to me. im ebay powerseller and he didnt say anything wrong. if you pay by paypal your money is 100% secure.
