How do I transport a car across state lines without a valid inspection?

My stepdaughter lives in Virginia and I live in New York. We will be giving her a car to drive but the car is presently uninsured, unregistered and the inspection is expired. She will be insuring it and registering it under her name. She can't register the car in VA without a valid inspection first. Can I drive the car to her somehow without me having to register and insure it under my name first? What are my options?

  1. get a uhaul trailer that is used to tow cars. why risk getting multiple infractions in multiple states. the uhaul trailer should cost no more than 100usd.
  2. Instead of driving it, you could put it on a flat bed and bring it to her that way.
  3. u can register it in Virginia before inspection...iv lived here 20 years.....get temp tags and drive it there... call regular ins person an get 10 day policy...cost me 50 dollars when i did it.
  4. uninsured, unregistered and the inspection is expired... then you cant drive it anywhere... to drive it from one state to another you would to have to get a temp tag and insurance to drive it to where she lives then have it inspected
