Location Transport

Under 25 US citizen looking for a relatively cheap car hire from London...any suggestions?

My boyfriend and I are travelling to Kingswear from London and we need to rent a car (even if we were to take public transport there it would cost about as much as a car and we would have no way to get around once we were there). He is 24 and will be doing the driving, I was wondering if anyone has had any luck with any London based car hire companies that don't charge an enormous amount for under 25's or foreigners. Thanks.
