What is a DOT (Department of Transportation) approved dirt bike?

Does this mean it can be registered, licensed, insured, and driven on roads? My bike is DOT approved but doesn't have any lights/blinkers/mirrors/horn. Are these required?

1. It probably means it can be green or red tagged and registered to be ridden on public lands, but not on streets or highways
2. DOT approval for a dirt bike means that it is allowed into this country (if the chinese importer didnt lie to you) It passes emissions standards and has approved brakes and tires. No it is not road legal.
3. ANY street legal motor bike MUST have a head light, tail light and turn signals
4. And horn
