EMS SHipping Question!!!?

So I ordered some boots and used EMS to deliver them and got a tracking number and everything and I've been waching it and it says "attempted delivery" and at the top of the page it says "Your item was not delivered successfully(FRENCH REPUBLIC 31400) at 2008-12-13 10:47:00" What does this mean and how do I contact them internationally. where can I claim it? and i ordered it off a website soo i chose nothing :)

1. When you sent the package did you opt for return receipt or signature of the receiver? if yes, then this might be the case and nobody was home to sign for the package and the package is currently at the main post office and awaiting another delivery. Usually packages stay for 2 weeks, if unclaimed, it is resent back to the sender.
