how is the best way to report a horse transporter?

We paid a deposit to a horse transporter that did not provide the service nor will she give us our deposit back. How is the best way to go about reporting her, and possibly getting a refund. Thanks!

1. If she's just a regular josephine, with no license other than one to drive, you'll have to sue. I assume you payed her by check, so you have proof she received payment. If you paid her by cash, your going to find it harder. You could try to call the police, and just see if you could file a charge of theft against her. If she has some type of special license, you can contact your state licensing board. Otherwise, I'd plant some cheap mexican brickweed in her ride, and phone it in. At least you'll feel somewhat satisfied.
