What reference location do you use for a Solar Return Chart?

Hello, What location do you typically use to draw a solar return chart? The astrology community is split on this front... For some, it is the location during the solar return, for other the residence during the year - which could mean that one needs to draw a new chart in case of a move, and finally, some refer to the natal chart... Any advice?

1. I use the location during time of solar return. You have adjust the time for the actual moment of your birth. If you were born at 1am in California then move to NYC, you need to change your birth time to 4am.
