Illegal to not use free boxes?

Is it illegal to use the free USPS shipping boxes for something like padding and not for shipping stuff?

1. Yes, it carries a 3 month jail time or community service fine.
2. i was actually caught once. i only got 1 month jail time, and got off with good behavior. i still can't get a job though. be careful
3. Once you pay for the box you own it. You can use it for padding, you can eat it - no one cares. (You could have asked at the post office where you were planning on getting the box.)
