cell phone tracking?

does anybody know of any free programs you can download to track the location of somebody's cell? like, a program that you can enter the number, and it uses gps to find the locations of the phone... thanks!

1. You can use Loopt for this, but it is an opt-in service. The person with the cell has to want to be tracked.
