Who has the best public transportation for people who cant drive but must get around?

where would you advise someone that must live off of some type of public transportation year round to live at? safe and economical and just best all around?? what city has the best Public transportaion? Austin or Arizona?? or San Deigo? what warm place would you rank best with public transportion high on the list?

Singapore has a brilliant transport system with at least 40,000 taxis and a very reliable MRT underground train system, the bus service is also excellent and the climate is brilliant reaching 30 degress most days of they year. Back home where I live in Christchurch, New Zealand we have a great bus service but the climate is dreadful though.
