How to find the precise location of an IP address?

I have a large list of visitors for my website, but I find that the websites I am using to find their locations - to know who I am talking to - are often quite inaccurate. They even get my own location quite wrong. Is there any more precise software to locate IP addresses? What's the most precise one you know? And yes, I have tried all the first thirty search results on Google, and I don't need to look up a domain so Whois won't work. Thanks for your time!

5. You can only locate the main office of your internet provider. Only your ISP will know exactly what city your in.
6. if people want u to contact them they will give you their email. i certainly think most people like being anonymous when they surf the web

You cannot pin point the EXACT location of a IP address, the best you can hope for is the location of the local Internet provider that is providing internet to someone using that IP, which will usually be in the same city as the IP, but not guaranteed. To go down to the individual address level would require the internet providers to divulge with IPs their customers are using openly, and that is ilegal. http://www.geoiptool.com/ is reasonably good
