is it possible to track a cell phone using home computer?

A person is able to find houses, prices etc.on sites and the computer will actually bring up satellite photos. I'm interested to know; does anybody know if there's a site out there that's able to track cell phones, and actually see, from a bird's eye view, the location of phone?

1. Satellite images you see, like google maps, are not live images, They are archived images. And no, no consumer sites have the ability to triangulate a cell phone signal and command a satellite to zoom in on it. Government and military satellites have the ability to do live imagery, but the average person does not have access to the technology.
2. there are some advanced hacking programs which do that . but its illegal . you know that right? police can track you and be at your place in ten minutes
