i ordered shoes, and EMS shipping charged me $255 Why?

I ordered from a shoes site and when i purchased i paid for shipping, then when the box came there was a receipt on it that had a $255 charge from EMS shipping in china.

1. There was a mistake or you got royally screwed.
2. Is that the shipping charge, or is it a customs fee?
