  1. That is a HUGE question. First you need to be sure that your insurance as a company will provide the insurance for this whether the structure, storage facility or vehicles and drivers moving the hazardous waste. Obtaining insurance, a permit and employees to conduct this is a major headache. Secondly, your facility will have to be inspected by state inspectors (and potentially Federal inspectors) to be certain that your location is fitting to be such a transporter or storage facility. They will establish whether or not it is too close to a primary water shed, how close emergency personnel are to your location, etc. Next, if you can meet all of this criteria, you need to have people that are trained in HAZMAT response. That is, how to contain, and respond to an emergency. They have to know what a RQ is (reportable quantity) and be able to provide this information to emergency response and environmental quality people. Next, predicated upon the size of your facility and the amount of hazardous waste on hand, you will have to have, not just the people who are trained to respond to a situation, but the equipment. Booms, dams, respirators, various PPE (personal protective equipment) and various materials for collecting/containing the spill. There is a lot of money to be made in this industry because not many want to do it. Getting a company to the point of doing this kind of transportation takes a lot of work, money and hassles.
