Guarantor for my drivers license?

I just turned 16 yesterday and I want to go get my G1 today. I can't find any working phone numbers to talk to someone from the ministry of transportation or anything. So i have afew questions I have a passport, but its expired (As of June 17th this year) can I use that as identification because its less that a year expired? If not, it says I can use a Declaration from a Guarantor, my dad is a secondary school teacher can I use him as my guarantor?
