1. depends on the service...as far as i know, sprint is the only one that will do it. though, you can do a search for cell tapping services on the internet and you can pay and track them via gps, also you can listen through their mic on their phone at any time you want(even when its off), and much much more. it's 100% undetectable and cant be traced to you. oh, and other providers like att, will do a gps track if a phone is stolen if you contact the police first.
2. You have to buy tracking software, if you are a parent you can get a text sent to your mobile phone of the exact address where your child is.
