Can you sell a car in ontario without having it certified and if not what all must be in working order?

hi i have a lexus rx 300 i am wanting to sell it has a cracked windshield needs new breaks and tires the thing i want to know is can i sell it without having it certified (safety) or not? because the buyer was telling me that without that the ministry of transportation won't let me transfer the title to him.. please help me out!

1. I see plenty of cars that are listed as "As Is", which means no cert. in that Auto Trader mag. So I'm sure it's possible, call the MOT yourself?
