how do i track a cell phones location for free?

1. You can't. The tin foil hats will tell you otherwise.
2. If you have a Windows Mobile based phone, there is software which allows you to track your friends cellphone GPS position (with their consent). This software is user-created, but it works for most people. Go to google, and type in windows mobile freeware. Plenty of sites should appear with GPS apps, and within these apps is the software. You'll have to do the searching though.
