Anyone has any ideas about why prisoners should be locked up in shipping containers?

1. ummm no idea why...?
2. That would probably violate their civil rights against cruel and unusual punishment. I have never heard of that being done in The United States of America. I have heard of illegal aliens being smuggled into the United States of America in that manner, however.
