Vehicle registration and title transfer-PA Department of Transportation?

This applies for Pennsylvania (PennDOT). I'm assuming these laws vary from state to state. I currently have an expired registration on my car and my father (current title holder) wants to transfer the title to me. Do I need to renew my registration and then transfer the title or does the transfer count as a new registration becasue of a new owner? Wondering becasue it seems a bit redundant and a waste of money to do both.

1. do it at same time/transfer and re-title in your name they have a form for it because of family its different than from another person
2. I don't think it's necessary to re-register it first, then transfer. Go to one of the title/tag places in your area, and they will instruct you on how to proceed.
