Is it possible to track a cell phone owner's location just by the number?

I recently got an sms from my service provider offering a similar service. However, it notifies the other party that you've sent a request for their location, and it's pretty much impossible to show up and surprise anybody by asking where they are, you see. Just wanted to know if there are any such services available in Singapore (or available online)? It'd be nice if it were free, but I don't mind paying a small fee for each sms request I send. Edit: Reverse phone listing appears not to work with Singaporean phone numbers. Also, I'd like a service that tells me where the person is, not WHO the person is. XD I already know that. REVERSE PHONE LISTING does NOT work for me. I am referring to the person's location at any time, not their house address or who they are. Meaning as long as they're carrying a phone and that phone is on, you can see where they are because their service provider can tell you where they are at the moment.
