Can you still track a cell phone if......?

Can u track a cell phone if location mode is turned off on the phone? Meaning, technically only the cops can track u if u make a 911 call. So, can my husband really track the exact location of my phone if i turned that mode off. He said he bought a special program. But how can he know where the call is coming from if i turned that signal off? He claims he can print out the report for me. Because I had told him that i gave that phone (which he is tracking) away, and that i dont have it. To prove it, i did three way call with the person with whom the phone should have been. Although it was a lie. So does he actually know what i'm up to or is he using reverse psychology? HELP PLEASE!

2. There's no way you can get information on a cell phone number for free. If it's a listed land line, you can get it for free. The best thing to do is use a reverse lookup directory. I found a site that works. And the information they give is accurate. It's a paid site, though.
