i lost my driving license,i got the license in tamilnadu&i live in tamilnadu.what is the procedure to get new1?

i lost my driving license while travelling along wiht my wallet,i got the license in tamilnadu&i live in tamilnadu. my driving license was issued for driving two wheeler with gear & light motor vehicle non transport,i.e,car,etc.based on these details pls answer the following questions. 1)what is the procedure to get new license.some say they only isssue a duplicate one,some say we can get a new one 2)how much it will cost(legally not thru any middlemen) 3)do i need a fir or some complaint or a small note from any police station that i have lost my driving license 4)the license which i got was more than one year old,so i thought of getting internatinal driving license too.but if i get a new one should i wait for one more year 5)what is the normal procedure to get an international driving license & how much it will cost. i wil be greatly thankful to you for ur answers.thanks a lot in advance.
