What are the shipping laws concerning lighters?

I have an old collection of vintage lighters. Some of them have fluid, some of them have corroded fluid, and some of them are empty. I want to sell them on eBay. What are the laws concerning shipping a lighter with fluid or gel in it?

1. Varies by country and the method of shipping. Normally, lighters would be considered ORM-D in the U.S., but the post office may not allow them to be sent that way. Check with them.
