How to track someone by cell phone number?

ook well my friend Matt always knows stuff that i dont like titles to songs, websites etc. and i end up finding them out because he never tells me so he told me the other night he knew of a website were you can go and put in a cell phone number and it tells you the exact location of the owner or the phone i guess. so i googled it and i couldnt get anything so does anyone know a website you can enter a cell # and find the location?
