Can local police track where your at, just by calling 911 with your cell? Were making a bet.?

Me and my mom are making a bet, that police CAN track your location with just a regular cell phone. They CAN find out where you at just using your cell phone...take notice im talking about LOCAL police not FBI..i know FBI can...but im talking about if i just called the police and didnt know where i was at, are they able to track me using that cell phone?, Oh and one more question...how long has the OPEN CONTAINER law been in effect in texas? When was it passed...like how long has it been active? 10 years? or just recently?

2. they can find out without calling you if they know your number and the phone is turned on they can triangulate between three telephone masts to pinpoint your location
