Can anybody tell me what does abbreviation O/S mean related to logistics area?

I came across this abbr. when reading materials about Russian ocn shipment structure, and because the same document used MPS (Transportation Ministry name which has sence only in Russian) I am wondering if O/S is also some typically Russian abbreviation...

2. What was the sentence it was used it... we need to know the context buddy! I've heard of O/S being used in reference to "operating system" plenty of times.
3. What about overseas? In finance it means outstanding meaning owing.
