How the money disapears from the transportation cards of the other citizens?

In my europian city there should be now one card for museums, concert halls, libraries and public transportation. I am not using it yet. I think that the other citizens use the means of public transportation free of charge, because there is no way so far to find out, when they have filled their cards with the money last time...

1. No, we don't do that here..
2. In UK on certain transport you have a Pensioners pass which you show the driver,or inspector if your area allows rail as well. Not sure how it works in museums as their is concession I believe for anyone of 60 no matter where thet're from
