Can shipping containers be placed upside down?

My unit is deployed to Afghanistan and we're trying to determine the best way to store ammo. A "standard" I heard about raised some questions. The standard is to flip the container over, thus being able to sandbag/HESCO the top and protect from IDF. I realize the floor is stronger, but does this theory work in reality?
