Free boxes from usps, whats the catch?

Usps allows you to order boxes, for free, free shipping and everything, as many as you want (theres a maximum order amount but its still alot!) I understand they make there money from you paying to ship the item, but doesn't it cost money to make all those boxes?

1. The only "catch" is that you are required to use those boxes ONLY for Priority Mail shipping through the USPS. Even using parts of those boxes still requires that Priority Mail Postage be paid. Even if you reuse a box, it still requires Priority Mail postage. That is the only requirement.
