Is a disbatcher for a department of transportation office hard?

Winter is here. I am looking for employment. I was wondering if dis-batching for state would be an ideal job for me. It's seasonal. Mostly for snow plow trucks I think. I was curious if anyone has worked as a disbatcher for a city or state level. This is related to snow. If your wondering about the weather aspect of this question.
