how to track someones location by car or phone? what device to use without them knowing?

i have a brother who has some mental problems and is now driving and i am worried about him i wanted to know how can i track his car and cell phone without him knowing about it i mean what device to use and it would be better if it was satellite i am ready to pay what ever it cost as long as its worth it and works perfect
