What are the best cities for suitable public transportation?

I like to know what cities of Texas, California, Florida, and Georgia have cheap and suitable public transportation in those four states. When I move to a new city, I'm going to use public transit for commuting or other purposes since I don't drive. Public transportation would also be good for my parents. We want a city that is easy to get around instead of being stuck in traffic.
