what does it mean to publicize shipping rates?

Interstate Commerce Act of 1887 : http://en.wikipedia.org/wiki/Interstate_Commerce_Act working on the interstate commerce act of 1887 and this sentence on wiki came up and i wanted to know The Act required that railroad rates be "reasonable and just," but did not empower the government to fix specific rates. It also required that railroads publicize shipping rates and prohibited short haul/long haul fare discrimination, a form of price discrimination against smaller markets, particularly farmers.

  1. It means print them out or post them somewhere so shippers could see the rates before deciding whether or not to ship via rail.
