what state do you think has the best department of transportation?

out of the 50 states & dc. which state do you believe takes the best care of its roads? which is the worst? any in between? what is your opinion on your home state DOT?

1. Don't travel west of Nebraska so where I have been would have to say Arkansas and Michigan as the worst. Carolinas as the best and as for my state of Ohio they do ok have room for improvement though
2. New York city by far the best.....
