I need to find a free way to track a cell phone or locate where it is by number or something?

i dont need it for no particular reason.. i just need to be able to find someones location by their phone ...i know it is possible i just dont know how? i really need help ! someone please help! ASAP!

1. you can not, the only way to track a phone is by installing tracker app on the target phone.
