how do i track a cell phone location online?

2. You can't unless there is a GPS unit in the phone and you've subscribed to have that GPS active.
3. Maybe locatecell.com has a service for that, you can see call logs with it at least >_>
4. It is not possible for the general public to have access to this facility. The closest thing to it is a tracker, for use on motor vehicles, they use the system to pinpoint the whereabouts of a vehicle within 1 metre
