is there a way to track a persons cell phone?

1. Yes, with some phones ( Like most Nextel's) but you need to be the master on the account. You can do it online if you have permission under the account. but I believe you are limited to TWO per day
2. Yes. Using dedicated hardware (directional antennas with sensitive radio receivers) with multiple receivers is one way, but with modern digital cell phones using spread spectrum techniques it's challenging. Another technique that works is based on careful timing analysis of the cell phone signal at more than one cell tower, but this requires access to the cell phone towers in an area, and dedicated hardware and software. Finally, some cell phones are being built with GPS location units, if they also include auto-responder functions then they can be queried for their locations externally.
3. yes, but you need equipment to do that. the federal government requires all 911 centers to be e911 compliant including tracing the location of mobile phones. but unfortunately, only the largest cities in the USA have that instant capability.
4. Yes, it is done./ The police can check your location.
