How can i find out the # of a cell phone someone is using? like in the Bourne movies?

I dont mean going up to the person and asking them, i mean somehow tracking the phone/ interpreting the phone's location(i dont mean tracing calls, this is different). Like if i see someone on a cell phone, is there any way to figure out anything about that phone?
