Cell Phone Tracking?

Ok, now some will say "Not Possible" & Others Will Say "Ofcourse it's possible". It's possible, I just seen with my very own eyes someone track a Cell Phone with GPS via a program or website he had. I didn't want to ask too many questions but he said it's not very hard to do.. He just typed in the phone number in the box and clicked a button that said "Location" or "Locate" something of that nature.. It pin pointed the exact location of my phone, it contained information such as my Cellphone provider and model of phone.. ANYONE HAVE ANY CLUE OF WHAT PROGRAM OR WEBSITE THIS WAS??? If he has this technology imagine what the government has..
